Going back to what Deputy Bríd Smith said, the Minister indicated that his definitions meet all the requirements, but I did not hear any definition of "in so far as is practicable". That is the problem with the definition in the Bill. It is a catch-all, get-out clause for the Minister and the Department. The definition is totally unacceptable without the removal of the words "in so far as is practicable".
