If we had three or five-year forecasting, would that allow temporary taxation measures? Could we sell to the public the idea that we have Sláintecare or something else with a medium-term tax need that will be reviewed after a period of time? It is often the case that when a tax is introduced we feel it is permanent. For example, it is hard to move away from a tax such as the USC. Aside from creating certainty, what would be the advantages, to use a cliché, of having an envelope for each Department, etc.?
