We have not gone into detail on this, so perhaps this is another one I can add to in any further scrutiny we might provide in future around private communications. Ultimately, this is one of the areas the independent regulator itself will have to examine in more detail in the context of specific platforms and situations, so it will not be able to address it fully until the agency is created.
