In section 5.6, the EAI's report speaks about minimum generation units. It indicates that reducing or removing this constraint would enable almost 1 megatonne of reduced emissions. For the benefit of the committee will the witnesses go into this in more detail? It is not something I understand but certainly it is something in which I am very interested. How might it affect frequency stability and voltage stability throughout the grid? Would it have an effect? Is this something the witnesses can tell us more about?
