On community standards, one of the big issues is that they are very different across different platforms. One of the key things the online safety commissioner will have the power in the current general scheme to do is set the codes of conduct. We would like to see children and young people consulted in that and their voices heard. They know the Internet better than we do and they know what needs to happen.

On the making of complaints, there is an online safety commissioner in Australia and one has been established in Fiji. Both of those allow for parents, children, schools, principals and head teachers, gardaí and other people to make complaints about different issues going on online. It is quite broad in terms of who is allowed to make a complaint, and then they look at the merits. We can send on information on how those systems operate on a practical level, if that would be of help.
