At the moment the Bill captures harmed children through things like cyberbullying, abusive imagery or self-harm imagery. As it stands, the definitions in the Bill would not capture a child suffering harm through exposure to gambling. That could take a number of different forms. I drew the term "financial harm" from work of the British children's commissioner who had recommended in their framework that the concept of financial harm was an appropriate vehicle for ensuring that laws regulating harm online could capture exposure of children to gambling. That was the thinking behind that.
