The impact, in its most basic form, is getting workers to talk to each other, getting workers to talk to a union and getting workers to talk to a lawyer. They have been, as I said, bombarded with this idea that they cannot speak. They are told they cannot speak to their own families and to their own friends. They cannot speak to their colleagues. In that climate, how would a person say that he or she will reach out and expose all this - what he or she believes to be confidential information - and have no comfort whatsoever as to what the impact might be on his or her employment and what kind of retaliation he or she might face as a worker by raising these? Imagine in that climate even attempting to raise an internal grievance with your employer.
