The committee is meeting virtually through Microsoft Teams. We have received no apologies. Anyone present in the committee room is requested to use hand sanitiser. I remind members to ensure their mobile phones are switched off for the duration of this meeting as they interfere with broadcasting equipment and Teams even when on silent mode.

I again remind members of the constitutional requirements that they must be physically present within the confines of the place at which Parliament has chosen to sit, namely, Leinster House or the convention centre in Dublin, to participate in public meetings. I will not permit a member to participate where they are not adhering to this constitutional requirement. Therefore, any member who attempts to participate from outside the precincts of either Leinster House or the convention centre will be asked to leave the meeting.
