I wish to make a few points about public private partnerships. We know that the schools bundle 5 is not on time due to the liquidation of the Carillion group and have been consistently told that this is not a cost on the State by virtue of the way that the matter was handled. In Maynooth, there is a schools bundle 5 project to build two 1,000 pupil schools right beside each other. These schools were due to be occupied last September but they still have not been completed so there is a cost in the interim. It may not be the cost of building the schools but there are costs for additional accommodation. There are costs that are not counted as costs by virtue of the fact that the project has not been completed. Therefore, it is not quite accurate to say that the entire cost is borne. There are financial consequences when projects are not completed on time.
