I think some of those things will be important but they are not the full story. It is the same as with people living here who are not travelling. Full compliance with all the public health advice, rapid identification of cases when they occur, as well as reliability in that regard and an ability to follow up and then verify it, and quarantine and restriction of movement arrangements are all essential to the arrangements that have to operate. Many countries have those arrangements in place.
