I had a question on the current enforcement procedures by the European Commission under the water framework directive. Will Mr. Ó Coigligh update the committee and tell us if there was any consultation with the Commission on the general scheme of the Bill to ensure that we did not introduce legislation that then fell foul of the Commission and further exacerbated that enforcement action?
