Is it a postcode lottery?

How uneven is the data on which the HSE relies? I appreciate that there is a method of calculating for individuals, such as 80% of their income and so on. We know the calculations for those people's personal contributions but how uneven is it around the country and what data sets is the HSE using? Is it looking for other sources of data to have a more even calculation?
