I agree totally. When one looks at comparative models, one sees the provision of intensive State support. That is what is required in this instance. Education is required for the whole of society. Most schools have teachers of the same quality who have been to the same training colleges, but the outcomes are vastly different across socioeconomic groups. When one looks at other things to effect change, that is where the State has to step up to the plate.
