The final issue, and I will be short on this, is that all of the default orders that could be made, whether community service, attachment orders, recovery orders or imprisonment, all require the person to appear before a District Court judge for a second court appearance. It is fair to say the number of these appearances before judges has been a lot lower. None of the default provisions can kick in until there has been an appearance and they have not appeared.
