There is a sense of urgency. Deputy Cullinane is correct to say accountability structures will be established in this House and through the Department of the Taoiseach. I will be accountable for what we deliver. It was never a realistic proposition to expect emissions to decline between 2018 and 2019. Deputy Cullinane asked me about next year. I am just giving the honest answer that it would be a significant challenge to expect emissions to decline. That said, we have a plan and we have actions which are required to be delivered.
