Does Mr. Lucas agree with Dr. Renou-Wilson' statement that "Ireland could lock in ten times more carbon in the designated blanket bog network if only the management plan required by law under the habitats directive could be implemented for these rare ecosystems"? Why have we not implemented the habitats directive to provide for such a plan?
