I have been told that certain fully functioning hospitals with an emergency department do not have a system to deal with requests and that such requests are made on an ad hocbasis. The legislation does not address this issue. That is why pre-legislative scrutiny is important. The Bill should have a section to require hospitals to have a system in place. I admit that not all hospitals have the same level of resources. Perhaps Mr. Murphy might enlighten us further.
