That is the million-dollar question. It would need to be between 12 cent and 15 cent, and it could not be greater than the retail price. It could be kept at sub-retail price but at a level where a factory could, when not running on Saturday and Sunday, export energy and be paid a small amount. I would cap it at 30% for generation of that type or perhaps have a tiered system.
