My question relates to the 2005 Act. Many commentators have noted that it is silent on several major issues, including ownership. I am somewhat surprised, therefore, by the delegates' view that it does not need to be reviewed or amended. Was a decision taken by the council that the 2005 Act is sustainable into the future or has there been much debate about it?
