The solace is that the contractor must have a tax clearance certificate and have his or her insurance in order, and that contractor will be inspected. It will happen occasionally, and if a registered contractor does not pass the inspection, he or she will be delisted so that he or she cannot do the work. We are trying to have all of the supply chain perform to that level. We need to keep that end point in mind, of having no premium attached and for this not to be special any more.
