There are two things. First, I do not think we are disagreeing that we need to live within the budget. I do not think the Deputy can blame the fact the budget has to be lived within for the fact that, in some cases, we do not seem to be able to manage maternity leave. The issue is we need to manage maternity leave better so that individual services are not affected. The only solution to somebody going on maternity leave is to break the budget or not to provide the service.
