The Deputy said he felt all hurdles had been cleared. It is a difficult issue and we have had a problem with those who could not qualify under the young farmer provisions. We have looked at it and we have run it by our direct payments advisory group, which was set up to look at issues relating to the implementation of direct payments. There is nothing in the new regulations that allows us to do something for the cohort in question. As for all hurdles being cleared, I am not sure that there was anything in particular that we had set up-----
