I could not agree more with the Senator. It is a very fair point. As in medicine and other areas, it is a little complicated because we must also consider why people leave. If someone cannot find a job here, we can hardly blame him or her for leaving. Others go because they want to have the training opportunities about which the Senator has spoken. Such opportunities are not always available here. People in such circumstances leave with the intention of coming back. The Senator is absolutely right. They leave for complex reasons.
