The lack of attendance records. The attendance records were better for ECCE than those for the other schemes. The CCS, which was provided by the community-based, not-for-profit sector was a lot less well developed and had difficulties in that regard. At the beginning, when the money was being given by Pobal for this purpose, the focus was on making sure that parents could afford the service, as much as possible, rather than asking questions about attendance.
