It is still, unfortunately, the accounting profession. The Institute of Chartered Accountants in Ireland sets the accounting standards by basically copying the outputs of the FRC. It franks them as Irish. There is also the IAASA and a body called the Office of the Director of Corporate Enforcement, which should be policing company law. That is quite a tough nut to crack given that there seem to be so many breaches of company law. What is needed is some architecture that delivers what is in company law.
