To answer each of the Deputy's questions in turn, the officials whom he has justifiably praised for their work are the same ones who are making the Department of Communications, Climate Action and Environment's recommendation that we go ahead with this approach. They are the same people who have weighed all of the different approaches and reached the conclusion that this is the best way to move ahead with something that is inherently risky and highly complex.

To respond to the second question as to why we will not own it, it is related to a point I made earlier. As I could see the merits of it at the time, I will not adopt an overtly political stance, but the decision not to own the existing broadband network is fundamental to the decision on whether it would be worth our while to own this extension.
