I am merely reflecting the fact that concern was expressed by different agencies or subcommittees and in the media. This reflected huge public concern over the programme. There was a huge volume of misinformation and misunderstanding over what the crisis meant and my understanding is that a decision was made in that context that measures had to be taken to alleviate public concern.
