She asked about the Secretary of State, Michael Gove, and what might have changed. We do not know if anything has changed. In the opening address, I said that the most recent notice was that there would not be automatic access. That is a statement of legal fact if the UK falls outside the EU but the important word there is "automatic". There would not be automatic access but the UK could choose to give reciprocal access for 2019. I am supposing that having two notices does not necessarily mean that they are inconsistent. It is still within the discretion of the UK to give reciprocal access for 2019. The proposal we have from the Commission is so that the EU will be in a position to take up an offer if such an offer happens. Beyond that, one can guess what Michael Gove's thinking would be.
