I thank Dr. Saidléar and all of our guests for their contributions and for their written submissions, which are very helpful. Before I invite members to ask questions, I wish to point out that we have made this the substantive issue for address in the first session of this year's Dáil sittings. We have scheduled three hearings on the issue, of which this is the first. Having listened to the contributions of our guests, it is without question that our knowledge of and exposure to the issue that influenced our making this decision did not fully appreciate how absolutely awful the situation is currently. Our guests have underscored that very well indeed. The following members have indicated that they wish to speak: Deputies O'Callaghan and Wallace and Senator Black. Deputy O'Callaghan is first.
