That is an important point because the interpretation of that statement is being posed in the context that the witnesses were off the beaten track and had come up with stuff that was completely out of whack and threw everybody and that this was a contributing factor. What Professor Hardwick is saying is that it could have been shocking if the people reading the report were disconnected from the reality of what was happening in the organisation.
