As the Deputy knows, I have been responsible for doing evaluations of juvenile establishments in the UK. It is very difficult to run these establishments. The report points out that there are many difficulties and there are things that could be done better but I am quite surprised at their reaction. There are issues of concern that need to be addressed, however. What is really clear to me is that simply looking at the recommendations will not help. It has to be understood what problem the recommendation is trying to fix.
