It is necessary. Whatever about the Attorney General's advice not being published, for which there is a precedent, Professor Kilkelly is asking us to take a leap of faith and trust that we would come to the same interpretation as the board of the other advice received. I see no good reason it should not be published, even in redacted form, if it references specific parts of the report that the board does not wish to be published.
