Oberstown Children Detention Campus Operational Review Report: Discussion

Absolutely not. I have mentioned the number of reports and reviews that were ongoing at the time. It is fair to say there was no lack of information on what was wrong at Oberstown and how it needed to be fixed. The report was intended to try to get to the heart of some of the issues with which we were struggling. I do not mean in a substantive way or a way that dealt with the details, per se. If the Deputy recalls, there was discussion about the use of, among other things, riot gear and whether the Oberstown campus, effectively a high security facility, was the right place for young offenders, older offenders, more serious offenders, remand prisoners, etc. These important debates were ongoing at the time and the report was designed to get at these issues.
