We did not do a cost-benefit analysis, per se, but we did do a value for money review in 2007. The Comptroller and Auditor General audited the effectiveness of the MANs in 2008, if memory serves me right. Part of the analysis we did in 2016 was a retrospective to see how effective the management service entity, MSE, had been in discharging its functions under the contract.
