I will try to explain it as briefly as I can. There was an internal review by the Department which was supported by the external analysis of Norcontel. It formed basis of the decision at the end of 2016 and the principle to proceed on the basis of an option to extend. Between the end of 2016 and March 2017 we entered detailed negotiations with the MSE on issues related to revenue share, claw-back and the management service fee in order that we would achieve an even better outcome for the State. The final part was completed in March 2017. We undertook to make the pricing analysis which Analysys Mason was procured to undertake.
