These are judgment calls which we do not make in the absence of information. I do not want to give the impression that somebody in the Department suddenly took the decision that the contracts needed to be extended because that was not the decision; rather, it was to engage in a policy review of operations and demands, how the incumbent was doing and functioning and assess whether it would be more beneficial to extend or re-tender.
