The Part 8 issue comes under enforcement at section 25(2)(b). The Part 8 process will stay with the county council until it has been completed and then move with the relevant area so the city council can continue and take up where the county council has left off, effectively. It does not disappear. It will not be finished for the county council until the process is completed.
