It is a block for some. There was also a major issue with the codes used. Without the right codes, the form could not be filled in and the scheme could not be availed of. Some members have been successful, while some have not. Some have been able to claim the consultant's fee, but the cost of travel has to be borne by them. It has been hit and miss.
