Yes. When we went to speak to people in other countries, they would not give us the results from scanning. Mostly, the detection of illegal cigarettes or anything illegal comes from a number of processes, including intelligence, scanning, use of dogs etc. Rarely is it a result of one aspect. One country told us it would never publish such information as some of the issues around customs work include prevention. The fear of being caught is part of the process.
