That is the starting point. The HWI base currently pays a lot of money. It is also the case that the top 1% of income earners have 10% of the income while paying 21% of the income tax. The top 10% have 35% of the income and pay 59% of total income tax and 58% of income tax and USC combined. That is the cohort involved. They are pay an awful lot of money.
