It does so imperfectly. If we imagine a circumstance without functioning banks - and in the history of Ireland we have already stared down that barrel before - and we see that as the alternative proposition it can clearly be seen from the point of view of what is good for the economy and for society that the banking system serves a function but it does so imperfectly.
