We are facing the European Commission in a couple months and we have a shortfall of at least 50 million tonnes. Why not state that our project is to retrofit 40,000 houses in order to save a specified amount of carbon to meet our treaty-based obligations, rather than going cap in hand to the Department of Public Expenditure and Reform for money? If the NDP was based on climate objectives and he knew the figure, Mr. McCarthy would be in a much more powerful position with the Department of Public Expenditure and Reform. Why is that level of engagement between Departments not happening?
