The household budget survey also has its limitations in the data provided. They do not go into residential care settings. We are not capturing persons who have been living in nursing homes or other residential settings. That is one of the limitations of the survey. It is, however, a first look. Nobody has before examined how affordable is the expenditure we are asking households to incur.
