All of that is very positive but my core question is, on the basis of the NOAC report, when maintenance, rent administration and the community functions are added together, the total cost for all the local authorities is still less than the total rent that is collected. Is rental income being diverted into other areas of service delivery or is all the rental income remaining within the housing function, especially the maintenance, administration and estate management functions?
