I acknowledge this does not directly come under the Minister of State's area of responsibility but that is a failure at departmental level. Legislation has been passed by the Houses but it will take five years to implement modern advance healthcare directives and assisted decision-making. If the pace of change is that slow in this area, what hope is there for everything else the Minister of State has spoken about?
