We did not have a quorum at 3.30 p.m. so commence now in public session. I remind members to turn off their mobile phones when attending committee meetings.

I thank Senator Paul Daly for attending as a substitute for Senator Robbie Gallagher. Apologies have been received from Senators Robbie Gallagher, Paul Gavan and Lynn Ruane.

I suggest we not deal with private session matters now but go straight into public session in deference to our witnesses, who, in fairness, have given of their time to be here and have been waiting 40 minutes to come in. I will suspend the meeting for two minutes to allow them to take their seats.
