That would certainly not be the intention. This is being done in order to recognise a longstanding anomaly arising out of changes in functions, with money coming in and money going out, going into another place and then coming out to the local authority. It is really a streamlining issue, but as is always the case, for all Departments, we have to fight our battles every year to get the funding we need for a whole range of purposes.
