I have not refused. The Deputy is putting words in my mouth. I will put it to the Deputy a slightly different way. Public organisations are one of the few places where all accountability passes upwards. I do not seek to run the organisation that way. The entire time I have been there, in accordance with Government policy, I have been trying to create accountability at the appropriate levels.
