Online Advertising and Social Media (Transparency) Bill 2017 and the Influence of Social Media: Discussion

2:00 pm

Mr. Joel Kaplan:

I will also respond to Deputy Ryan on the question of why we did not notify the Data Protection Commissioner. That is a very fair question and it is something that we regret we did not do.

What we were focused on when The Guardianran the article in December 2015 was ensuring that the data was secure. We suspended Kogan's app. We banned Kogan's app. We contacted the entities that we understood had gotten the information about the app installers and the friends from Kogan inappropriately and in violation of our terms. We demanded that they delete the data. They confirmed for us that they did within a matter of weeks and that is what our focus was on.

In retrospect, it would have been better had we notified the DPC and it would have been better had we told the people whose data Cambridge Analytica inappropriately got a hold of. That is why we are focused as both Ms Sweeney and I have talked about, on going back to the time when there were no reports of misuse and we are trying to find it where we can and take appropriate action both to shut it down and to notify the regulators and the people affected.
