We have had this argument before. We do not agree with that way of analysing how public transport is delivered. We believe it should be considered on the basis of passenger journeys. We examine the gaps where services are needed and consider the costs of providing them, rather than what each member of population is getting. We try to improve services where there are gaps. The NTA or the operators identify the gaps and we fill them, where we have the funding to do so.
